The message means that Audacity is trying to open the recording device that is selected in the Device Toolbar but is unable to do so. Repeat the process, but with the USB mixer selected as the "Default device" from the drop-down list in the "Sound Recording" panel.

I agree that allowing a specified amount of silence before stopping would be a useful feature for 'Sound activated recording'.
