Install PulseAudio Volume Control (pavucontrol). Set the recording input in Audacity to "Pulse". Press the record button and then the pause button. Assuming there are no errors at this point, open PulseAudio Volume Control and go to the recording tab. Select the IO4 USB as the input device.

As far as I'm aware there is no way to make a normal audio file play for only a specified number of times. Use Fraps to record both the mic and the in-game sound. You will probably need to turn down the volume of the in-game sound so that your mic can be heard.
