If I am not mistaken, you can import MP3 files into Audacity and then export it out to WAV. Yes you can do that, but it's probably not worth the extra effort. Yes A is dithered, but it depends what you mean by "fidelity". B has more distortion than A (if you listen carefully to the tail end of the fade-out the sound in B gains a "metallic" tone). Personally I find it pretty hard to hear any significant difference unless I crank up the ...

As far as I'm aware Audacity does not support ADTS.
By itself, Audacity only supports a limited number of formats: WAV, Ogg, AIFF, FLAC, MP3 (import only) and a few less used formats, but Audacity can use FFMpeg to greatly extend the range of formats that can be imported and exported.

You may be able to import ADTS files if you install FFMpeg http://manual.audacityteam.org/o/man/faq_installation_and_plug_ins.html#ffdown (I've not tested because I don't have any ADTS files) You will probably also need to set the "File types" filter in the Import dialogue to "FFMpeg-...

Audacity should support building against FFmpeg 0.5 through 0.8. It may not currently be possible to build Audacity against later versions of FFmpeg.
