hard limiter is not an option in my list of effects. It's a plug-in effect. There are hundreds of plug-ins available for Audacity (http://audacityteam.org/download/plugins) though personally I'd not recommend installing more plug-ins than you need as the Effect menu can quickly become very cluttere...

I believe the difference between /var/tmp and /tmp is that files in /var/tmp should exists after reboot. That's correct, and it can be a life saver in the event of a crash. Use ReplayGain (or Sound Check if you use an iPlayer). These were designed for the purpose and work quickly and losslessly.
