I presume that it is a pirate copy rather than an official release version of the movie? In that case the answer would be no, you're stuck with it. On official release DVDs there's usually a menu option to select the language/subtitles.

But it looks like way too much compression. It's a voice recording, so while the amount of compression is quite high it's not way over the top. As an experiment, try exporting at 320 kbps. Does that sound better?

Make sure that you connect the USB device before you open Audacity. The device has to be recognised by Windows before Audacity is able to see it,

If you previously used Audacity 1.2.x, that had separate menu items for exporting as WAV and exporting as MP3. These options are now available through the same "File > Export" command. See here in the manual for more information: http://manual.audacityteam.org/o/man/ex ... audio.html
