Audacity 2.0.3 cannot export MP3 without the aid of an external encoding library. Audacity does not have the code to encode MP3 files.

On-board sound cards are usually poor quality for recording.
What sort of turntable are you using?

File menu > Import > Audio (Import a file)
Home button (move cursor to start of track)
Generate > Silence
File menu > Export (export to a new file)
