You "could" use Audacity to play back MP3s on a laptop, but Audacity is designed for editing audio, not as an audio player. It would be a bit like using a combine harvester for transport.
What's wrong with using iTunes?

Upload the music somewhere on the Internet and post a link.

Have a look in the Windows Sound Control Panel and check that Windows sees the device and that it is enabled, and the recording volume is turned up.
Then check in the Device Toolbar and ensure that the recording input setting is set to the ION Tape Express.
