That sounds like a sound card driver issue to me.
Does your sound card have its own control panel?
What sort of sound card is it?
What are you trying to record?

You can check if playback from Audacity is working by generating a tone in Audacity (Generate menu > Tone) and then playing it.
If playback is not working, check the playback setting in Device Toolbar .
