The example scenario is multiple sound effect clips on one timeline (or maybe multiple timelines, nobody's picky) separated by brief silences. A method to step forward (or back, but that's not as important) during a live theatrical performance to the beginning of each cut without looking at the key...

The USB transfer rate is probably the limitation. The USB 2.0 specification allows for a theoretical 480 Mbit/s. LAME is not used for importing files, only for exporting MP3.
Which version of Windows are you using?
Which (exact) version of Audacity are you using (look in "Help menu > About Audacity")
What is the full error message?

I stopped using Firefox on this machine because it was somehow causing profound instabilities. I never figured out what exactly was wrong, but the machine would hang when I was trying to watch a movie -- even locally In the past there have been some serious stability problems due to the Adobe Flash...
