Make a copy of the track.
Look at the spectrum and use the notch filter to remove from the copy each of the three spikes that appear while the phone rings.
Invert the copy.
Select both the copy and the original and apply "Tracks > Mix and Render".

If it is something on line (Internet), see if you can download it instead. If it is a CD or DVD you can probably "rip it" (digitally extract). If it is copy protected, you probably shouldn't be copying it.

I'm not aware of any plans to support VST instruments in the near future. VST instruments are generally designed to work with audio workstations that support MIDI and real-time processing, so I doubt that VSTi will be supported soon. Audacity is terrific for lots of stuff, but two things that it does not do: 1) "Real Time". In Audacity, effects are applied to the recording after it has been recorded. There is no "twiddling knobs" during recording or playback. All processing and editing is "off line"...

Forget, for a minute, that the voices are those of ghosts, and approach the problem from a forensic point of view of trying to selectively isolate and clarify recordings of whispered voices in general. What advice can you give me? Quiet voices that are mostly masked by noise are extremely difficult...

There are many situations where it is essential that the first beat is distinguishable from the other beats, so that must at least be an option.
