Theoretically you could adapt a "phase vocoder" algorithm (http://www.dspdimension.com/admin/time-pitch-overview/)
This is not an easy programming task.

could you help me with the parameters, this is what i entered in the command box but it doesnt work. The first part of the command needs to be the "command" (as if you were using it as a command line program), not the file name. So it should be something like: flac - -o "%f" I'm...

To create an ordinary audio file you need to "Export".

Use the Time Shift tool to drag it to where you want it. Playback must be "Stopped" (not "Paused") to use the Time Shift tool.
