Probably because you exported as 24 bit FLAC. If you exported as 16 bit FLAC the dither should have exactly the same level (note that because dither has a random element they will not be bit for bit identical.) Blue screen crashes are almost always due to driver problems. Most probably a sound card driver, (though it is not impossible for it to be some other driver). You can calculate the file size of an MP3:
(kbps x duration in seconds) / 8 = file size in kB.

The sample rate is not relevant to the file size of an MP3.

Did you reset preferences?
When you attempted to launch Audacity did a dialog will appear asking you to confirm if you want to reset preferences?
Does your computer have a working sound card?
Are you able to record with Windows Sound Recorder?
