After more than three decades of PCs, it is surprising that there are still such basic gaps with no tools. This particular gap is probably because the "WAV (Microsoft) PCM" file specification does not include any specification for metadata (it does not exclude the use of metadata either)....

Actually, I tried it again just now, and this time when I put the sound at 48 onto the 44.1 track, the sound from the 48 track did not play at all. Those are both experiences I remember having with earlier versions of Audacity. That was indeed a limitation of the 1.2.x series, but I can't reproduce...
