Try setting the playback option in the device toolbar to "Microsoft Sound Mapper" and see if that works.

If you Save the Audacity Project, then the time shift will be saved.
For "exporting" audio, the result may vary depending on what exactly you are doing.

Audacity uses Lame for MP3 export. Audacity uses FFmpeg for M4A export. Don't use the dot (".") character in file names. If you enter a file name as (for example) Ep 01 and then export as an MP3 file, then Audacity will automatically add the .mp3 file extension so that the name becomes: Ep...

Are you logged in as the same user as you were when you installed Audacity? It sounds like the Audacity temp folder is located somewhere that you don't (with your current log-in) have permission to write to. You can check the location of the temp folder by looking in "Edit > Preferences > Direc...

Are you aware that MP3 files always have a bit of lead-in silence at the start? (unavoidable because it is a limitation of the MP3 format).

The red lines indicate "clipping".
This is caused by the recording level being too high and will cause distortion noise when the peaks are clipped.
