Audacity does not use Java.
If you are building in NetBeans then it is probably that NetBeans is broken.

My understanding is that the Audacity developers prefer to avoid modifying libraries. If there are bug fixes or enhancements discovered, then they prefer to push them upstream. A little "trick" for finding the peak level of a selection is to select the part that you are interested in, then select the "Amplify" effect. Don't apply the amplify effect, just look at the "Amplification (dB)" amount. That tells you how much amplification is required...
