Windows Media Player has a 10 band Graphic Equalizer.
VLC has a 10 band graphic equalizer (http://www.videolan.org/vlc/index.html)

Try "Transport menu > Rescan Audio Devices", and then look again in the device toolbar.

Why not? If the menus are greyed out it may just be because Audacity is Paused and not Stopped, in which case, press the Stop button.
