Ctrl+i is not case sensitive. You should see a "split line" appear when you do that.

You can slide audio tracks left/right using the Time Shift tool.

The fact that the tracks are not actually aligned but Silence is added to move the audio makes them very difficult to work with after applying the effect. That's a limitation of of Nyquist plug-ins.
