How old was the old version that you were using? Do you know what the Audacity version number was?
I've tested those settings in the previous (2012) version of the Delay effect and it does very little other than adding a slight reverb-like effect, Definitely not a "robot voice".

The short answer is "press the play button", but I guess that isn't working for you, so please tell us what operating system you are using, which version of Audacity, and describe the problem in detail so that we can help.

Has the delay effect changed? The delay effect was last updated in July 2012. the delay effect doesn't do the "robot voice" effect the same way. How did the old version do that? The current version should be able to do everything that the old version did, but you may need slightly differe...

If I load a file, scroll using whatever method, I see the audio waveform go from right to left. Can go on and on and on and on. Yet the time stands still. How are you doing that?
