I thought the problem might be with bluetooth.
I completely disabled bluetooth on my machine as I don't use it, and Audacity then launched significantly more quickly, but as you use bluetooth that is not an option for you.

In the sound device settings the level is set to 100. Try turning that down and see if it helps. With thousands of different sound cards it is not possible to give a "one size fits all" solution. It is often necessary for users to experiment with different settings to see what works best....

The error message prompts you to either used the Time Shift key or F5 on the keyboard to drag the track where it would be visible. As you have discovered, that will not help.
