A "pitch shifter" changes the pitch / frequency.
Audacity has two pitch shifters ("Change Pitch" and "Sliding Stretch"), but if this post is about the same topic as your other posts, then it seems that you don't want a normal pitch shifter.

As far as I'm aware there is no plug-in for Audacity that will do what you want.

Is there an application playing?
Unlike other "host" sound systems, WASAPI loopback won't record unless there is an active audio stream - "something" has to be producing an active playback stream.

No, Audacity does not support "global key bindings".
Also note that it is potentially risky to record with Audacity in the background as the foreground application will take priority which can starve Audacity of computer resources and mess up the recording.

It looks like your recording level is way too loud.
Follow the instructions in the Samson G track Pro manual to set the mic level correctly.
When you have done that, make another test recording and post a screenshot of the result.
