Perhaps the "Change Pitch" effect to lower the pitch of a plucked guitar by 1 octave (12 semi-tones)?

I agree. However, it's probably not easy to "fix" and there are very few Linux developers working on Audacity. To work around the problem, use the device toolbar to select the connections. If you add any new ports (open another program), use "Transport menu > Rescan Audio Devices"...

32 kbps is very low, so you're not going to get good sound.

Probably not a good idea if you want to keep your visitors happy. Many people hate it when music suddenly starts blaring out. Much better to give your visitors an option.

For Audacity, Lame needs to be built with all of the necessary "hooks". Builds that do not have these will not be recognised by Audacity.
