The best way to record Skype conversations is to use software that is specifically designed for the job, such as Pamela (commercial, non-free software) or Skype Call Recorder (free, open source: http://atdot.ch/scr/). Other products are also available.

When you get to the Export dialog screen, click on the "Options" button.

For smaller files, set the "quality" setting to a smaller number (worse quality but smaller file).

Set the "Project Rate" (lower left corner of the main Audacity window) to the sample rate that you require before you export.
