What settings are you using in the device toolbar?
As Gale suggested, try rebooting (or log out and back in again), but first check that Skype is not set to automatically start up.
Then try using Audacity. Do not launch any other programs before checking if Audacity is working,

'm not using any kind of noise removal unless there is something turned on by default in Audacity There are no effects applied to recordings by Audacity. Effects are only applied if you specifically apply them. There may be settings in Windows that are automatically applying effects. Have a look in...
