I have not deleted the old version from my machine yet, because I use it so much, I'm afraid to delete it, It's safe to remove it. Old versions of Audacity are still available on FossHub. Could that be the problem -- that I do need to delete the old version first? Yes that could be the problem, tho...

The bug I was referring to was 100% repeatable. Are you able to reproduce the problem? If so, please give precise steps to allow us to reproduce the issue.

Not the "Edit" menu, the "Audacity" menu (first menu after the apple).
On macOS, that's the standard place for an app's "Preferences".

On a Mac, Preferences is under the "Audacity" Menu.

Actually, the current "Hard Limiter" option does not distort the waveform I assume that Koz was referring to the old "Hard Limiter" (the LADSPA "Hard Limiter 1413" effect that was bundled with some older versions of Audacity). That older effect did distort the waveform...
