A bit on the low side. We normally recommend that you aim to peak at around -6 dB.

Audacity does not have effects specifically for beat matching or tempo quantizing, but you could try the "Sliding Time Scale / Pitch Shift" effect to gradually stretch the tempo as required. http://manual.audacityteam.org/o/man/sl ... shift.html

In Truncate Silence, try setting both the Max Silence and Min Silence to smaller values. I think the smallest allowed value is 1 millisecond. These can be used in conjunction with Change Tempo. Here is 1min 38 seconds of an audio book compressed to under 6.5 seconds (probably a little too extreme ;)...

Audacity uses "32 bit float" internally, so working and exporting in 32 bit float format ensures that the exported audio is identical to the data in Audacity. "Signed 32 bit" is a very high definition format but not "identical" to 32 bit float. "32 bit float" ...

I know I could do it another way, Yes it would be quicker and better quality to download the file, but.... I'd really just like to have my control back over recording anything streaming on my computer. Choose the Windows WASAPI host (in the first box in the device toolbar ) and then the (loopback) ...

Yes, Reverb is also available for Chains in Audacity 2.0.6 alpha and will be available in the next release version.
