What happens if you shut down the computer, disconnect the Steinberg UR824 , then reboot the computer? Does Audacity then detect the Realtek audio card?

If you are doing the same as previously (when it worked), and you've not changed anything, then it's likely that something else has changed something. Try rebooting the computer to see if that resets the "something".

Does "Shift + Mouse wheel" over the waveform produce horizontal scrolling?
If it does, then can the horizontal scroll wheel be configured to do that with Audacity?

Please post a screenshot so that we can see what it looks like in the plug-in manager.

The screenshot looks normal, though I notice that you have increased the track gain, which has caused "clipping" (overload distortion) on the 3rd phrase in the audio file "Volume Problems.wav".
