If so, did you download the installer or the ZIP version?
Is Audacity working on your machine?
What exactly are you trying to do?

"Microsoft WAV" is a type of "RIFF" file. RIFF supports tags, so WAV also support tags. Tags are "allowed", but are not widely supported in WAV files.

Can your screen reader read the title bar of a window? If so, does the title bar of the effect GUI say "SC4"?
