Did we decide not to make a note about that in the Manual pages for High Pass and Low Pass? I guess the problem may be explaining what Q does or why you might want to enable it. I think we decided not to mention it. Normally users will get best results with Q set to 1/2(2^0.5) (0.7071...). In those...

It will not make much difference, but ideally you would work in "32 bit float" format throughout the production process and convert to 16 bit only for your final exported (completed) file.
Note that 32 bit files require twice as much disk space as 16 bit files.

In your experience, does saving as a project really make such a difference as compared with just saving the straight audio file? Normally, for the task of "recording from the radio and just ... exporting ... as an mp3 file for later listening" , there is no need to save the project. Howev...

We can't give a "straight answer" without knowing more about the problem. Currently there are lots of possibilities.

Please turn off "Show Clipping" in the Audacity "View" menu, and post another screenshot.

We do not supply Audacity as a ready to run package for Linux.
Install Audacity using your package manager ("Applications > Software Manager" or "Applications > Synaptic").

Use a pop shield http://en.wikipedia.org/wiki/Pop_filter
Get close to the mic (try around 10 cm from your face).
Speak clearly as if talking to another person, not as if talking to a microphone.
