I had this problem and I found out that it only happens when there are tracks layered with different sample rates in the same window.

Perhaps you were using an old version of Audacity. I don't see this problem with the current Audacity 2.4.2.

Since the latest Big Sur update a couple of days ago Audacity won't open at all having worked perfectly (more or less) for the last few months. When I click F1, a new window opens which links to how to access help in Windows 10. Nothing changes in Audacity. I am still in the zoom toolbox.

Tracks don't have EQ settings. When you apply an effect in Audacity it is applied immediately to the audio in that track and modifies the audio. With many of the effects you can actually see the waveform change.
