On Windows you can type the first letter of the effect that you want and the list will scroll down to the first effect that begins with that letter. Repeated presses of that key will scroll to the next effect that begins with that letter.

Are you getting a stereo (2 channel) track when you record, or a mono (1 channel) track?

Record as a stereo (2 channel) track, then after recording, split the stereo track into 2 mono tracks.

Audacity 2.0.6 is the current version. There have been many bug fixes and feature enhancements since 2.0.3 so I would definitely recommend upgrading. Ogg Vorbis is VBR by design (so as to achieve best sound quality for the specified bit rate). With your test page, the VBR is within 1 second for me (Firefox on Linux), which I guess would be perfectly adequate for most purposes.
