Do you mean that if you create a clip by e.g. adding a split line then add an envelope point to a resulting clip that has no envelope point, then that point will be fixed at 0 dB? Audacity does not support "gestures" on touchpads or other devices - that is a "feature request", so I've moved your post to the "Adding Features" board. If 2 finger scroll worked on your old computer, I would guess that was due to your old computer performing software ...

Most functions in Audacity are disabled when Audacity is playing, recording or paused.

Press the Stop button to stop playback, then open the File menu.

I tend to grab the top line envelope point (unless I'm wanting to move the envelope "up"). When doing so, I usually find that I click a bit too low, so the envelope point jumps down a little. I don't find that to be a major problem, because 99% of the time I want to move the envelope point...

It's a kind of distortion in which the tops and bottoms of the waveform get cut ("clipped") off.
