I downloaded Audacity from Apple app store. That's not an official version of Audacity. There are plans to put Audacity in Apple Store (and Windows Store) but we have not done so yet. Support for Opus has only very recently been added to Audacity, but unfortunately is doesn't work yet on macOS.
I notice that there was an update yesterday in the development version of Audacity that "may" fix this, but I've not yet had chance to check.

It sounds like that audio clip has already been processed, which makes it extremely difficult to diagnose what the original problem might have been.
If you still have the original, un-processed recording, we could take a look at that.

I have used dbpoweramamp in the past to batch resample, set to 32 bit float, set to 16 bit and then add triangular dither with good results. I was hoping with Audacity I could cut out the middle man. Does your mac have a built-in mic? (most laptops do, but the Mac Mini doesn't). If you are unsure, please say which model your Mac is.

Lots of people do use the focusrite 2i2 with Audacity. Have you tried?
Ensure that the focusrite is connected to the computer before you launch Audacity.

In the current version of Audacity, yes they do.

In Audacity 2.3.2 and earlier they went into the "EQCurves.xml" file.
