I'm not on Windows, so I'm just going on what Google tells me 
Open the Windows Sound Control Panel.
Click the Recording tab, then click Microphone, and then click Properties.

Until very recently that would not have been possible, at least, not in a reliable cross-platform way. With recent changes to Nyquist plugins (in the new Audacity 2.1.0) I think that it is 'probably' possible to do something like that, though it would require rewriting much of the Click Track plugin...

other than "Apply click track to segment", no, not really ;) Oh come on, that's a bit lame :D Tell you what - you think of a good name, and I'll think about how to implement it ;) Just as an aside, while I appear to have the ear of a developer, why are there no right-mouse button function...

That would certainly be an option, but I doubt that it will suit everyone. I'd not be keen on adding it as an extra function to the current effect as we already have 2 drop down menus, 9 text boxes 8 sliders and 3 buttons, making it the "biggest" effect in Audacity by screen area. Conceptu...

Smoothing and Sensitivity are completely different in the new version.
Leave "Smoothing" at 0 and Sensitivity at 6 and adjust "Noise Reduction (dB)" to taste.

It could be argued that the two tools are backwards. Yes it could be, but you're aware of the historical background. The Change Speed / Tempo / Pitch suite was well established long before the first version of STS/PS, and the latter still has some issues, such as no Preview. Perhaps a better argume...

There may well be changes to such things as mouse wheel control after we update to wxWidgets 3.x. There is currently no schedule for that update, but it's just a matter of time.
