If your codec is a DirectShow filter, then you should be able to convert the files using Foobar 2000 (a very good free audio player and converter)

Audacity can't use "any old Lame 3.99.3". Audacity requires specific build options.

Audacity 1.2.6 used a much older version of LAME and there may well be compatibility issues. (Audacity 1.2.6 became officially obsolete over 3 years ago).
