Foobar is one I had not yet tried, so I gave it a go and it crashes upon trying to open up the audio file. Wow, I have never known Foobar to crash. If your codec is a DirectShow filter, then you should be able to convert the files using Foobar 2000 (a very good free audio player and converter)

Audacity can't use "any old Lame 3.99.3". Audacity requires specific build options.
If you use the version and exact step by step procedure described in the manual, it should work:

Audacity 1.2.6 used a much older version of LAME and there may well be compatibility issues. (Audacity 1.2.6 became officially obsolete over 3 years ago).
