Can you say why you want this accuracy in Normalize? Is it to do with brainwave entrainment? For example are you following someone's scientific formula that prescribes exactly -1.12 dB? I can see clear cases for why 2 or 3 places may be required in the Amplify effect, but not for Normalize. I would...

With Audacity completely shut down (check in the Activity Monitor that it is not running), try deleting the pluginsettings.cfg and pluginregistry.cfg (if it exists) as well as audacity.cfg. Then try to start Audacity. Don't load any optional plug-ins during start-up.

1) The reports about lack of 24-bit capture were before we had WASAPI. It may be worth checking to see if selecting WASAPI as host can deliver full 24-bit capture.
