I think that the LADSPA Hard Limiter was included in Audacity 2.1.0, but I don't have that version installed so I can't check.

How old is your computer?
If it is more than 12 years old, it may not have SSE2 (https://en.wikipedia.org/wiki/SSE2) which is required by Audacity since Audacity version 2.0.6.
