Take a look in the "Recording" tab in the Windows Sound Control Panel. You should see bouncing green meters when the mic is working. If Windows does not hear the mic, then Audacity won't either.

Does the recorder have a headphone socket? If it does, does it sound bad via that headphone socket?
Do you have the recording level set high enough?

To measure "sound pressure level" (https://en.wikipedia.org/wiki/Sound_pressure) you need a calibrated measuring device (such as a "sound pressure level meter"). A recording on an uncalibrated system can only show you how loud one sound is compared to another, it cannot tell you ...

What did you record, with what equipment?
If you are recording with the built-in mic on your laptop, be aware that the mic on laptops are often very poor quality.
