In a white noise plug-in, would it be useful to have a control for variance?

Ensure that Audacity is not set for playback via Soundflower. (look in the device toolbar)
Audacity should be set to play through your normal audio device / sound card.

Have you checked to see if the White noise generated on Windows really is only 15-bit?

Try rebooting the computer, then look in the Windows Sound Control Panel to see if the microphone shows up as available and connected (wait for Windows to fully boot). If it's still not there, try unplugging the mic, wait a few moments, then plug it in again. Windows "should" see that mic ...
