What are you trying to record from?

Try rebooting, then shut down any audio applications that open automatically (including Skype, Spotify, and any others), then try Audacity again. Do you still get the problem?

If you mean "Tags" (id3 tags) then many media players allow you to edit the tags.
MP3Tag is a good free program for editing the tags if you have a lot of files to do: http://www.mp3tag.de/en/

What benefit do you see in ignoring track channel? A user may have set two mono tracks to left and right channels so that they have "separation" in their headphones while monitoring them, with the intention of mixing them down to one mono track. Setting the mix to "pre-channel" ...

Audacity 2.0.6 is obsolete.
Unless you are using Windows XP you should update Audacity: http://www.audacityteam.org/download/
