EBU R128 recommends to normalize audio at -23 LUFS.
Where does the -16 LUFS for podcasts come from? Has it been published by a US, European or International standards organization? If so, where do I find it?

Audacity is primarily an audio program, not MIDI. Audacity can import, display and export MIDI files, but it can't record or play them, You'd really be better to use a MIDI program. Audacity gets the length by decoding the file to PCM and then reading the exact length of the audio data.
Audio players will usually attempt to calculate the length of the file from the original encoded data and that may be slightly inaccurate.

If you just play a track from Audacity (choose a loud track), can you hear it via the Zoom H4 if you just play without recording?
