What I do is to use "Ctrl + Mouse Wheel" to zoom out so that I can see where the end of the track is relative to the "Timeline" ruler at the top, then "Ctrl+Mouse Wheel" again to zoom back to where I was.

I was trying to think what features would not be available if the blind user who used spectrograms a lot stayed in spectrogram view to avoid the hassle of changing view and enabling spectral selection. Can you think of any? The only features that comes to mind are "Draw" and "Envelop...

No, I did not try that. Is this a general autotools wisdom, or did I miss some part of the audacity manual? I don't know enough about LADSPA plug-ins to help you with your code, but if the plug-in is immediately disabled, then that is most probably due to a problem in the plug-in.
Have you considered writing it as an LV2 plug-in? http://lv2plug.in/
