There's not really any benefit in reducing the sample rate when producing MP3s unless you are aiming for extremely small (and low quality) files. The MP3 algorithm is highly optimised to handle everything for you so you only need to be concerned with 3 things: 1) Mono or stereo 2) CBR or VBR ("...

Try rebooting your computer, then check that the device shows up in the Windows Sound Control Panel. If it doesn't, try plugging it into a different USB port.

The device "should" work without the ASIO4ALL drivers.
Have you checked in the Windows Sound Control Panel to ensure that (a) Windows can see the device and (b) when there is a signal going through the desk, it shows in the control panel recording meter?

No, but you could run one chain with some effects, then reload the files and do your manual editing, then run a second Chain with the rest of the automated stuff.
