Audacity often freezes for me when starting/stopping recording/playing audio Unless you are recording sounds that are playing on your computer, the usual fix for that is to bypass PulseAudio by selecting the appropriate "hw" options as the recording and playback devices in the device tool...

Audacity only supplies source code for Linux. I'm guessing that you installed a binary package, in which case the most likely problem is that there is a problem with the package, such as a missing dependency. To add to the mystery, I have just downloaded Wavepad and the USB device is being recognised on that. Ah! Did you install ASIO drivers for the UCA202? Are you able to check this on another computer? (You don't need to install Audacity on the other computer, just see if the USB device shows up in the Windows sound control panel).
