Audacity only supplies source code for Linux. I'm guessing that you installed a binary package, in which case the most likely problem is that there is a problem with the package, such as a missing dependency. Are you able to check this on another computer? (You don't need to install Audacity on the other computer, just see if the USB device shows up in the Windows sound control panel).
