If Skype is running (even if only loaded in the background), that can cause problems for Audacity because Skype is very aggressive in the way that it takes control of the audio input and likes to take exclusive access. if that's not it, then check which input Audacity is using in the device toolbar .

If you're using one of those cheap and nasty USB cassette converters, try it with the supplied software. If that has the same problem, send it back and ask for a refund. You've not said how the pre-amp is connected to your computer, but I'm guessing that you have plugged the output of the pre-amp into the microphone input of your computer. That won't work because the pre-amp signal is massively bigger than a microphone signal, and it is stereo whereas most microphon...

I also have Audition and can record in stereo with the same setup. You're not actually recording in "stereo" in Audition, though you may be recording "2 channels". If it's a "mono" microphone (which the ElectroVoice RE20 is), then you have a "mono" signal and...
