What if audacity is made to read, and work internally, in the file's actual format. This would not require need for dithering. If, for example, Audacity was made to work internally in 16-bit from 16-bit audio and exporting as 16-bit, then you are correct that dither would not be required and not us...

Audacity has built-in ability to read ("import") MP3 files. To the best of our knowledge there are no restrictions on MP3 decoders. Audacity does not have built-in support for writing ("exporting") MP3 files. Audacity does list MP3 as an export option (marked red in your picture)...

Huh. Are Macs really that different from each other? I have a MacBook Pro circa 2012, if that makes any difference. Now, did you have Audacity 2.1.2 on your Mac already BEFORE you upgraded to El Cap? Or did you upgrade to El Cap and THEN download/upgrade to Audacity 2.1.2? I have a Mac Mini, circa ...

Check in the Windows Sound Control Panel that Windows is set to record 2 channel stereo from the USB turntable.

Then launch Audacity and select the USB turntable as the recording device in the device toolbar and
set the number of channels to record to "2 channels (stereo)".

Audacity 2.1.2 works fine on my Mac with El Capitan. Of course that does not guarantee that your Mac will work perfectly with El Capitan.

The current version of Audacity is 2.1.2. Perhaps you are using an alpha version?

It's got to be something glitchy with the program itself. Pretty unlikely given that millions of other users do not see this problem. Let's take it from the top: " Every time record something and then close audacity (2.1.2) and re-open it, it does not record from my built-in mic on my windows ...
