Not much can be done with that. In future you need to get the microphone much closer to the person that is talking.

I know that you can have FLAC encoded audio in an OGG container, but I don't think you can have Vorbis encoded audio in a FLAC container.

You've not quoted any version numbers, but version numbers are probably the key to solving the problem. My understanding is that FFmpeg in Fedora is built without support for "restricted" formats, so that sends you to building FFmpeg from the source code. According to the Audacity document...

Some media players can do that on the fly. Check the manual for your media player and see if it can.
