It's difficult to tell what the problem is from that sample because of the low quality of YouTube sound.

It 'looks' like you are using "File > Import > Audio" rather than "File > Open".
You need to use "File menu > Open" for Audacity projects.
(that's the "File" menu at the top left of the main Audacity window)

What happens if you use "File menu > Open", then select the AUP file?

Which version of Audacity are you using? (look in "Help > About Audacity")
Which version of Windows?

You can limit by 10 dB, plus you've got up to 10 dB gain before the limiter, so that gives you a total of 20 dB (which is a lot).
