It's difficult to tell what the problem is from that sample because of the low quality of YouTube sound.

It 'looks' like you are using "File > Import > Audio" rather than "File > Open".
You need to use "File menu > Open" for Audacity projects.
(that's the "File" menu at the top left of the main Audacity window)

You can limit by 10 dB, plus you've got up to 10 dB gain before the limiter, so that gives you a total of 20 dB (which is a lot).
