Audacity does not have a clock. It just uses sample rates. When recording it will request audio at a specific sample rate (by default 44100 samples per second) and it assumes that the audio data it receives has 44100 samples per second. Audacity only looks for audio devices when it is first launched, unless you specifically tell it to look again. To do that, click on "Transport menu > Rescan audio devices". You will need to "rescan" (or restart Audacity) whenever you attach or remove an audio device.
