I see that they're divided into several other files containing six seconds pieces of my music. Those are the data blocks for the Audacity "project". Leave them alone, don't edit them, don't move them, don't rename them or anything else or you could destroy the project. To open the project...

No, Audacity can't do that. You need special "speech recognition software", such as "Dragon" (by Nuance).

The essence of the requests are similar. Perhaps they could use the same code? If the feature is provided as "macro support", then they could absolutely use the same code, and many other diverse use cases too. Obviously, macros would be useful in any case... if the user can figure how to ...
