The sample rate is set by the "Project rate" (bottom left corner of the main Audacity window) as it's always been. To set the bit-depth, 16-bit and 32-bit float WAV are listed separately in the format selector. For other bit-depths, use "other uncompressed files". For more detail...

By default, Audacity only looks for devices when launched, so devices should be connected and recognized by the operating system before you launch Audacity.
If Audacity is launched first, then it is necessary to tell Audacity to "rescan audio devices" (in the "Transport" menu).

The two effects that you need are, "distortion" and "band limiting". Currently Audacity does not include a dedicated "distortion" effect, but the "Leveller" effect can be used for that. Higher "Degrees of leveling" settings produce noticeable amounts...
